Building Consistent Infrastructure Plans for London’s Health Estates

Since 2021, HL has been commissioned by several London regions to work with local Estates teams in creating consistent infrastructure plans. These plans assess the current estate and set out clear priorities and projects for each Integrated Care Board (ICB), ensuring infrastructure supports the needs of local communities in an effective and efficient way.
To date we have supported South East London, North Central London, North East London and South West London through the process.
Streamlining the Process
Our estates strategy brings together multiple strands of assessment to provide a complete picture of each Primary Care Network (PCN):

  1. Modelling Capacity
    We evaluate whether the estate is large enough to meet the demand for primary care, including the space required to accommodate Additional Roles Reimbursement Scheme (ARRS) staff across the PCN.
  2. Clinical Strategy Alignment
    Estates should support clinical ambitions. Through discussions with Clinical Directors, we gain insight into population needs, service delivery aspirations, and integration opportunities highlighted in the Fuller Stocktake report. Our recommendations are then shaped to support these goals.
  3. Site Surveys
    Our detailed surveys assess the physical environment, capturing information on condition, accessibility, sustainability, and suitability. We record photographic evidence and produce floor plan sketches, enabling us to provide a comprehensive view of the estate.
  4. Forward Planning
    With this evidence base, we identify gaps, address deficits, and develop strategies to make estates more fit-for-purpose—ensuring they are ready to support the future of primary care.

This approach not only ensures consistency across regions but also delivers actionable insights that help ICBs and PCNs shape their estates around the evolving needs of the communities they serve.
